Without that being a current feature, I can give you a work around that will allow you to "force" Carousel without ever having access to Carousel.
After your meeting is over and you have forced Carousel back to air, you are seeing the Interrupt bulletin. What you can then do it have your operator, go into the show information and update the length of the show (in your example 00:01:15). Save the show, and then send Autopilot for the same date range (by clicking the links after "Last sent:") and using sticky devices (this means no show will change where it needs to be loaded).
This will tell Carousel that your show is over and it will disable your Alert Bulletin. I hope that helps.

If you are requesting an update to Carousel 6.0, updates for Gold Service Agreements are going out now. Silver will be getting download keys on Monday, January 25th. Factory (within the last 90 days) will go out on Monday, February 1st.

The main determining factor is whether you want your PSA's to be done on a schedule or randomly. The management factor is really negligible, it is really more of a question of how you want to store the PSA's.
If you want to air PSA's at a scheduled time, it would be best to schedule them in Cablecast as a CG Exempt show (thus stopping Carousel from creating, "Up Next..." and "See It Again..." bulletins).
If you just want to show PSA's to fill time between bulletins, then Carousel is going to be your best option.
In regards to scheduling, is also a personal preference, but generally speaking back-to-back scheduling is best used when your shows need to fit into certain time slots. It is easier for the public to watch shows when they are scheduled on the :00 or :30 even if they are shorter then the 30 or 60-minute slots.
